Students searching for Day 1 CPT or transfer-friendly universities usually need a shortlist, but the wrong shortlist can create visa, OPT, cost or credibility problems. This page gives schools to research, not recommendations.

What the rules say

  • CPT generally needs one full academic year of full-time enrolment first. The only exception is for "students enrolled in graduate studies that require immediate participation in curricular practical training" (8 CFR 214.2(f)(10)(i), Study in the States).
  • CPT must be an integral part of an established curriculum. Your school's DSO authorises it in SEVIS, your I‑20 then shows the employer, location, dates and whether it is full- or part-time, and you may start only once you hold that endorsed I‑20. No USCIS work permit is involved.
  • 12 months or more of full-time CPT (more than 20 hours a week) ends your eligibility for post-completion OPT at that degree level; part-time CPT does not (ICE, Study in the States, CPT).
  • In its July 2026 rule, DHS wrote that the rule "does not prohibit or eliminate Day-1 CPT", and that students should not rely on future Day-1 CPT income as their main means of support (Federal Register).

SEVP's August 2026 warnings to schools

On 12 August 2026 SEVP told school officials it had seen "a rise in CPT authorizations that do not meet regulatory requirements". It told them to authorise CPT only if its absence would make the degree impossible and the work is required of every student in that degree, and warned that schools using CPT to create work opportunities face further action (SEVP broadcast 2608-01). On 24 August it added that CPT tied to an optional elective does not meet the rules, and that failing to comply can cost a school its certification to enrol international students (SEVP broadcast 2608-02).

So if a school offers first-term CPT, ask which course requires it, and whether every student in the programme, domestic and international, must do it.

What 15 commonly named schools say

First-term CPT as each school's own site states it, and its institutional accreditor as listed by the US Department of Education (DAPIP). None of the 15 appears on ICE's school alerts list (ICE).

Before you choose a Day 1 CPT school

  • Check accreditation, programme relevance, attendance rules and how responsive the DSO is.
  • Confirm the course that requires CPT, and that your job fits the curriculum.
  • Count your full-time CPT: 12 months or more ends OPT at that degree level.
  • Look up the school's accreditor and its latest actions in the Department of Education's DAPIP database.
  • If you transfer, the new school's DSO must authorise CPT again.

The 2026 rule on hold

On 17 July 2026 the Department of Homeland Security published a final rule that would replace duration of status with fixed admission periods of up to 4 years, cut the 60-day period after you finish to 30 days, stop students below graduate level from transferring or changing major in their first academic year, and stop graduate students from transferring, except with SEVP approval (Federal Register, 91 FR 44976). It was due to take effect on 15 September 2026.

On 14 September 2026 the US District Court for the District of Massachusetts postponed the rule nationwide and barred DHS from implementing it while the case continues, in Presidents' Alliance on Higher Education and Immigration v. DHS (court order, docket). USCIS says it will "proceed under the previous regulatory provisions" (USCIS), and the court has set a status conference for 2 October 2026. If it takes effect, a programme completed after 15 September 2026 would also bar F‑1 status for another programme at the same or a lower level, such as a second master's. Neither version is settled: check the current position before you plan around it (as of 24 September 2026).
